“VALI VIIMSI” PROGRAM for the 2025 local municipalities elections
Collaborative and Smartly Managed VIIMSI
Our vision focuses on cooperation and open governance, where everyone’s opinions and needs are valued. We will continue to build a trustworthy relationship with residents to ensure transparent and responsible governance. We will use modern technological opportunities to make the municipality’s services and budget clearer and easier to follow.
- Rules, obligations, and responsibilities apply equally to all residents, regardless of position, network of acquaintances, loud voice, or ignorance.
- The principle of proportionality are always to be taken into account during supervision procedures of local authorities. Supervision procedures are balanced and have to serve the public interest.
- Governance is transparent, competent, responsible, actively inclusive, and consensus based.
- Activities of municipal enterprises are transparent, and the community’s expectations are clearly defined, reflecting the interests of the residents.
- Meetings of municipal leaders with lobbyists are disclosed and follow the principles of the “Code of Good Practice for Interaction with Lobbyists.”
- Governance is citizen-centered, inclusive, and co-creative. Residents will be able to participate in important decision-making.
- Viimsi’s municipal website will be user-friendly and informative.
- Our local informative newspaper Viimsi Teataja will have an opinion section where representatives of all political parties represented in the council can write their contributions.
- The diversity label “austame erinevusi” (we respect diversity) symbolizes care and responsibility, showing that municipal employees and institutions value diversity and contribute to building a better society. The municipal government, all municipal institutions, and municipal companies will hold the “Austame erinevusi” label and act in accordance with its values.
- We will create a web-based participation platform for residents, enabling them to take part in discussions on current issues and participate in opinion surveys about municipal life.
Entrepreneurial VIIMSI
We will start a discussion on what kind of entrepreneurship the residents of Viimsi expect and support. Due to its geography and infrastructure, Viimsi is not suitable for developing large-scale manufacturing or logistics. Our goal is to develop small businesses that offer services to and create jobs for local people, creating opportunities for start-ups and innovative businesses.
Our policies emphasize local, authentic, and innovative businesses. Entrepreneurship rooted in the local society will always stay a step ahead. Since small producers often struggle to reach their consumers, Viimsi municipality, with its network, can serve as a facilitator and enabler, ensuring good connections between local producers and potential customers. We will continue to make proposals to the new functional general plan (üldplaneering) for Viimsi to clearly define business and production areas and to exclude activities unsuitable for Viimsi.
- Business real estate developments must primarily consider the needs of end-users and the interests of locals.
- We consider the possibility of acquiring municipal business real estate to create favorable conditions for new innovative or creative companies. We foster an entrepreneurial environment for youth and small businesses that provide services to locals and create local jobs.
- We support the establishment of a business village for small producers offering goods and services to locals. We will also support small local businesses (e.g. small-scale fisheries and tourism) creating jobs and sustainably utilizing resources.
- We will launch a social housing program to provide housing for specialists critical to the municipality (e.g. teachers) and for residents in need.
- Fast connections to central Tallinn, efficient administration, advisory services, and appreciation of entrepreneurs by the municipality will provide a strong foundation for supporting entrepreneurship. We will set up a simplified municipal information and advisory service for entrepreneurs.
- We support nature tourism and sustainable tourism development on Viimsi’s islands by building the necessary infrastructure.
- We continue to preserve and support Viimsi’s unique coastal culture and maritime tourism: developing small harbors, supporting small-scale shipping and fishing. Within three years, we will develop Tammneeme harbor: construct an eastern breakwater with a slipway, dredge the harbor basin with shoreline reinforcement, and install floating piers for boats.
- Together with local communities and the municipality, we will prepare project and funding applications for the construction of small harbors.
- We will develop an active EU and national funding application strategy and encourage public-private partnerships for project implementation.
- We will invest in the development of creative industries at the local level, through joint activities, creative hubs, and development grants. We will connect creative industry enthusiasts with the opportunities of the Viimsi Science School (Viimsi Teaduskool).
- We will establish a vocational college in Viimsi, around which we will create opportunities for innovative and knowledge-based businesses.
- We will encourage an entrepreneurial mindset by supporting and advising student companies and small innovative businesses.
- Business premises and workplaces will be designed to be family- and environmentally friendly, considering the expectations and needs of the community.
- We will promote environmentally friendly and responsible business developments.
- We will support small local businesses providing essential goods and services to locals (services, innovation, knowledge-based economy, creative industries).
- We will promote hiking tourism and create camping, caravan, and motorhome parking sites with the necessary infrastructure.
- We will encourage sustainable resource use and support circular economy companies. We will promote home composting of biowaste, textile recycling, and product exchange opportunities. We will support an increase in packaging-free sales outlets.
- We will support access for young people to various leisure and self-development opportunities and provide affordable business premises for start-ups.
Sustainable Planned and Green VIIMSI
When planning the development of our surroundings, we must consider population size, clean water resources, and infrastructure to avoid overdevelopment. All detailed zoning plans (detailplaneeringud) must comply with the existing functional general plan (üldplaneering), and developments are reviewed through an environmentally friendly lens. The quality of public space is determined by the balance between its different parts. Viimsi’s public spaces consider the needs of all people equally, regardless of gender, age, or abilities.
We support balanced development across the peninsula’s settlements and direct investments to areas farther from the center. Our goal is to improve the quality of local life and involve village communities in the decision-making process. To achieve this, we will organize a series of village meetings and, together with the communities, create a list of priority activities and investments for each village.
For recreation and quality leisure, we will create well-planned recreational areas. Children, seniors, parents with strollers, wheelchair users, and cyclists are the most vulnerable in traffic, and their safety is our priority. Road construction and maintenance are important but cannot come at the expense of other modes of movement. In planning infrastructure and traffic management, we apply the 8-80 principle, ensuring that public spaces are safe for people aged 8 to 80.
- We will adopt a new general plan that ensures balanced spatial development of Viimsi as a green garden city.
- In development, we consider population size, water resources, and infrastructure to avoid overdevelopment.
- All zoning plans must comply with the existing general plan. Initiating a zoning plan is carefully considered and follows the general plan principles for protecting the marine and natural environment.
- We will allocate a dedicated budget for smaller projects in village communities that significantly improve the quality of life or help solve everyday community problems. A digital proposal platform will be created, and our goal is to implement projects quickly and without excessive bureaucracy, relying on local knowledge and initiative.
- In Haabneeme center and near Viimsi borough apartment buildings, we will apply the principles of lively urban streets, ensuring safe and comfortable use for pedestrians and cyclists.
- We support community-based solutions and promote volunteer activities that help reduce project costs and increase social cohesion.
- Public grill and picnic areas, stationary dining tables, and multifunctional sunshades have been established in the Haabneeme beach area. The beach playground and climbing area have been modernized to meet the expectations of visitors of all ages.
- We will promote hiking tourism and create camping, caravan, and motorhome parking areas with the necessary infrastructure.
- Public beaches will have year-round accessible toilets and facilities for washing feet.
- Public water points with clean drinking water will be installed in the beach area and other public green spaces.
We will raise awareness of nature conservation in cooperation with municipal educational institutions and communities. To make environmentally friendly choices, we involve the community. Residents will be informed about environmental issues such as waste sorting, protected plants and animals, individual responsibility for nature conservation, light and noise pollution, and biodiversity in meadows and forests. A continuous network of green corridors is necessary for the free movement of animals.
By planning development responsibly, we create better conditions for ourselves and for nature around us. In planning green areas, we follow modern principles that support biodiversity and place greater emphasis on flower meadows, herbs, and shrubs in public green spaces. Small, thoughtful, and community-involving steps improve our residents’ daily lives and help preserve Viimsi’s unique maritime and natural environment.
- All developments and projects in Viimsi will be reviewed through a green and environmentally sustainable lens.
- We will preserve the coastal construction restriction zone and open the shoreline.
- Green areas are preserved even on lands outside protected zones, and their designated use in the general plan will not be changed.
- We will regularly monitor the impact of human activities on the environment. We will study the condition of the parish’s landscape protection areas and implement more active monitoring to maintain and improve their state.
- We will preserve green areas and avoid cutting tall vegetation between residential blocks to prevent the formation of so-called “heat islands.” We support homeowners’ associations in creating tall vegetation through the “1 tree per year” project.
- We will try to make Viimsi even more beautiful. Wherever possible, we will plant high greenery and hedges to visually screen intrusive elements in living areas while promoting bird nesting. Around the substation at Kasekännu tee 15 in Muuga, we will establish a green hedge.
- We will preserve and support the unique coastal and island culture on Viimsi’s islands (Prangli, Naissaar, Aksi, Keri, etc.).
- In cooperation with the Estonian State Forest Management Centre (RMK), rest and barbecue areas as well as outdoor learning sites have been established along health and hiking trails. We apply the 8-80 principle and install benches and rest spots along these trails.
- We will publish a 1:25,000 scale hiking map of Viimsi territory so that all landscape protection areas and other attractions are easily found and accessible to everyone.
- Prangli School and Viimsi Science School collaborate to promote environmental education. A nature study trail is to be established at Prangli School.
- Viimsi has a network of community gardens.
- Residents of Viimsi can dispose of sorted waste for free at Viimsi waste stations. A special opportunity, “Summer for Viimsi Residents,” allows free disposal of sorted waste at waste stations once a year.
- We involve the community in making environmentally friendly choices and advise homeowners’ associations on suitable solutions to reduce waste.
- School and kindergarten meals are tasty and support the development of healthy eating habits. The parish, in cooperation with educational institutions’ catering providers, will implement measures to reduce food loss and waste.
- We promote sustainable resource use and support circular economy projects. As an alternative to a linear economic model, we will create better options for home composting of bio-waste, increase the number of textile waste containers, support the exchange and reuse of clothing and other household items, and promote textile recycling.
Caring and Safe VIIMSI
A crisis — whether it is an accident at the port, an industrial incident, a natural disaster, an epidemic, an energy crisis, or a potential threat of war — affects all of us to some degree. The municipal government plays an important role in increasing crisis preparedness, fostering a sense of security among residents, and raising crisis awareness. In the event of a threat materializing, our primary task is to assist our people and ensure their safety and ability to cope. All complex situations can be resolved through good and well-thought-out cooperation, both at the level of local government and the state, as well as within the local community. While the municipality and the state handle crisis management, in a crisis everyone must be prepared to find solutions for themselves and their families and plan them in advance. A person is prepared for a crisis if they have the necessary supplies, understand how to act in a dangerous situation, and know which emergency communication channels to trust and use.
The safety of children is our priority. No child or adult should fear unfair, inappropriate, or offensive treatment from peers, colleagues, mentors, or the public. In Viimsi we have a zero tolerance for the abuse of children, including sexual abuse. Viimsi is a safe and open place for everyone, regardless of gender, origin, race, religion, age, disability, or sexual orientation.
- We organize crisis readiness counseling and awareness activities: conducting training programs in schools and for adults, in cooperation with housing associations and village communities. We pay special attention to more vulnerable target groups, people with special needs, and elderly people living alone. We provide home-based crisis readiness guidance.
- In cooperation with law enforcement and emergency services, we carry out an information campaign for Viimsi residents on basic survival skills, informing the population how to prepare and what supplies to have for possible emergencies, ensuring the ability to cope for at least seven days in case of disruption of essential services.
- Pastoral care is an important part of Viimsi’s crisis preparedness. In a crisis, people need not only physical assistance but also mental and spiritual support, which helps them cope with difficulties. We will establish a professional pastoral care position within the Viimsi crisis team, supporting both those in need and frontline workers, helping prevent burnout and maintaining human dignity even in the most stressful situations.
- Public shelters are in Haabneeme and Viimsi boroughs. We promote and support the construction of new shelters. We provide advice and support adapting existing buildings into shelters and increasing shelter capacity in apartment buildings. We advise and assist in converting apartment basements into shelters. Property developers will be required to include shelters in the construction of new buildings.
- We halt the expansion of Muuga Harbor within Viimsi’s territory. Viimsi municipality must retain the discretion to prohibit the handling of hazardous ammonium nitrate or other chemicals at Muuga Harbor. We monitor the safety of Muuga Harbor operations, supporting the Viimsi municipal risk assessment.
- We monitor the impact of Muuga Harbor and other manufacturing companies in Viimsi on the air quality in villages within Viimsi’s territory.
- We review the currently issued pollution and operational permits in Viimsi municipality and, if necessary, implement measures to protect people’s health and prevent environmental hazards and pollution.
- In shaping and planning the environment, we follow the Crime Prevention Through Environmental Design (CPTED) method.
- In cooperation with private owners, we eliminate vandalism and dangerous situations in abandoned buildings. If agreements cannot be reached, we issue orders and, if necessary, initiate compulsory demolition of the buildings.
Social Safety
- We will create and develop, in cooperation with kindergartens, schools, sports clubs, nursing homes, the police, and other stakeholders, a broad network of specialists and institutions to detect domestic violence as early as possible and respond to it quickly and effectively. We will ensure counseling and mental health services for adults and children who have experienced domestic violence.
- We will organize an integration program to better integrate non-Estonian-speaking residents and involve them in the community.
- LGBT+ people are an integral part of the community, and their well-being is part of the well-being of all of us.
- We will establish a systematic pastoral care service within the municipal government, freely available to all residents of the municipality. Mental and spiritual difficulties, complicated family relationships, caring for a family member with special needs, job loss, or existential crises may not always be visible, but they directly affect the well-being of individuals and the entire community. A pastoral care provider helps prevent social isolation, supports people’s mental balance, and creates a bridge for understanding religious and cultural differences.
- We will increase the knowledge of the municipal council and officials about equal treatment and the promotion of human rights, involving relevant organizations and interest groups. Council members serve as role models. We will organize a course for council members on polite, tolerant behavior and effective communication.
Traffic safety
- We will increase traffic supervision on Viimsi’s main roads (Randvere Road, Rohuneeme Road, Reinu Road, Leppneeme Road, Pärnamäe Road, Aiandi Road, and Muuga Road). In cooperation with the national authorities, we will install speed cameras and implement measures to prevent drunk driving and take measures to calm traffic. We will take measures to hold motorcyclists and users of other new vehicles accountable if their driving style endangers others.
- We prioritize public transport over personal cars.
- We will consider traffic safety while planning road construction, avoiding straight roads that encourage speeding.
- We will initiate negotiations with the Police so that Viimsi can be involved in the daily work of volunteer police officers (abipolitseinikud). We will support the recruitment and deployment of volunteer police in Viimsi.
- We will propose to the Transport administration in order to calm traffic and preserve wildlife, a general speed limit of 50 km/h to be introduced on the road section between Haabneeme and Randvere. In the densely populated areas of Haabneeme and Randvere, the speed limit will be 40 km/h. In residential quarters, we will create shared outdoor areas.
- We will improve the infrastructure for non-motorized users to ensure uninterrupted, car-free movement for pedestrians and cyclists, minimizing crossings and obstacles. We will establish a complete biking road connection to Leppneeme. A route will be built connecting Haugi Road bus stop through Tammneeme to Leppneeme, continuing and completing the route linking Haugi Road bus stop with Tammneeme and Leppneeme. We will start with preliminary work on planned sections and safety assessments.
- We will develop a Viimsi cycling strategy aimed at creating a logical, safe, and convenient network of cycling paths by 2030. Bicycle parking will be built near public buildings and major bus stops. We will support housing cooperatives in creating bike parkings. In cooperation with the police, schools, and kindergartens, we will establish a traffic education program.
- In cooperation with the Tallinn Transport Board, neighboring municipalities, and the North Estonia Public Transport Center, we will improve public transport connections between Viimsi, Tallinn city center, Lasnamäe, and Maardu. We aim to significantly increase the frequency of bus line no. 38.
- Together with village communities, we will analyze and develop routes and schedules of Viimsi’s internal bus lines to ensure residents can travel between all villages in the parish within a reasonable time. The goal is that all distances within Viimsi can be covered in less than one hour.
- We will expand the Viimsi bus network and seek solutions to bottlenecks, such as ensuring better and more frequent bus connections between Muuga and Muuga Port and Randvere, Haabneeme and Viimsi. We will explore the possibility of creating an additional circular line: Muuga / Muuga Port – Randvere – Tammneeme – Leppneeme – Kelvingi – Püünsi – Rohuneeme – Pringi – Haabneeme – Viimsi – Lubja.
- We will also enhance the bus network with demand-responsive transport solutions.
Innovative and Educated VIIMSI
Education has a major impact on a person’s life, and the opportunity to receive a good education largely determines the quality of the parish as a place to live. Learning is a lifelong process that does not take place only in the classroom.
Education must be high-quality, accessible, and tailored to the individual needs of each child from the beginning of their educational journey, regardless of their abilities or family circumstances. We value all educators, students, and parents who together form one large educational community.
The well-being, development, and inclusion of young people directly depend on how systematically and respectfully youth work is managed, developed, and supported. The future of Viimsi cannot be shaped without young people and the professionals who work with them.
In addition to education, it is important for young people to have opportunities for enriching activities and to participate in community life. We support access to diverse leisure and personal development opportunities for youth (hobby schools, youth center, youth council, interest and hobby activities, sports clubs). We ensure that young people have a voice in the development of the parish, we reserve at least one place for a representative of the youth council in each council committee.
All girls and boys have equal access to all areas of education and extracurricular learning, and equal opportunities to explore their abilities and pursue their interests free from gender stereotypes. All children in Viimsi have the same rights and opportunities. No child is excluded by peers or adults because of their origin, nationality, race, sexual orientation, special needs, health condition, or any other reason.
Education is the foundation for Viimsi’s future. We want to provide every child and young person with high-quality, modern, and inclusive learning opportunities.
- We will establish an innovative vocational college in Viimsi based on 21st-century key skills and the needs of students and the labor market. Around the vocational college, we will create opportunities for innovative and knowledge-based companies.
- We support educational innovations, expanding learning opportunities and address students’ development needs, as well as projects focused on fostering creativity in educational institutions and the youth center.
- Using the Haabneeme School extension, we will create an educational center for children with special educational needs.
- We will open a Montessori-method-based class at Haabneeme School.
- All children in Viimsi will have access to high-quality, development-supporting early education and childcare at a local kindergarten or childcare center.
- Viimsi has an open family center that advises families and support specialists in educational institutions and supports the creation of development-supporting learning opportunities for children with special educational needs.
- Education for children whose native language is different from Estonian is supported in kindergartens and schools. Parents of children with a different mother tongue are actively involved in the educational community.
- We support anti-bullying prevention in schools and improve schools’ readiness to address bullying and harassment cases, considering the needs of LGBT+ youth and families.
- The infrastructure of Prangli School, in addition to serving the island’s students, is actively used by parish hobby schools and the youth center for study camps and learning activities. Prangli School students are included in the activities of mainland hobby schools and youth centers.
- We collaborate with the state, universities, and businesses to create educational innovations and diverse learning opportunities in Viimsi.
- We support teachers in obtaining professional qualifications by covering the cost of qualification exams and recertification.
- New teachers starting in Viimsi educational institutions receive mentoring support. Salaries for qualified teachers in Viimsi are the highest in Harju County. Viimsi teachers are entitled to three paid health days.
- We pay special attention to young people who are neither studying nor working (NEET), supporting their self-discovery, continuation of education, and access to career services.
- We support youth democracy and the Viimsi Youth Council by paying members for participating in council sessions. The Viimsi Youth Council provides opinions on council proposals affecting youth.
- Youth work is important and sufficiently funded. The professional development of youth workers is valued and supported. Youth worker salaries are the highest in Harju County, and their pay system is aligned with the Viimsi teacher salary system.
- Youth work takes place in youth centers and locations where young people gather. Mobile youth work principles are implemented in Viimsi. Youth workers are community members with the necessary qualifications.
- We offer children in Viimsi diverse and high-quality extracurricular education and activities. We will increase student enrollment in Viimsi hobby schools.
Sporty and Active VIIMSI
A key focus is shaping and reinforcing movement habits in children and youth. We will increase the share of active breaks in schools and outdoor learning in kindergartens, schools, and youth centers. Physical activity ensures healthy physical development, fitness, and movement skills for children and youth. Movement in childhood lays the foundation for so-called physical literacy and the ability and motivation to remain active later in life.
Awareness, healthy lifestyles, support to break harmful habits, and mental health support add years of healthy living. To maintain health, every adult should engage in at least half an hour of moderate physical activity five times a week.
We are committed to ensuring that all people—regardless of age, financial means, or special needs—have opportunities to be physically active. We encourage people to move consciously to improve their health and well-being.
- We will provide the best and most diverse opportunities for sports activities for children in Viimsi. We will ensure equal access to physical activities for all children. We will establish a Viimsi Sports School, similar to other Viimsi hobby schools, at the new Football and Athletics Hall, which will bring together local sport clubs and make sports activities accessible to all the locals.
- We will develop a cycling strategy aimed at creating a logical, safe, and convenient network of cycling paths by 2030. In the shorter term, this includes not only constructing bike paths but also establishing bicycle parking at public buildings and major bus stops, supporting the construction of bike shelters at housing associations, and providing traffic education in local kindergartens and schools, among other measures.
- Viimsi is bike friendly. Students are encouraged to cycle to school. We will launch a public bike-sharing system for short trips, modeled after the Tartu cycling circulation system.
- We will improve the cyclist road network so that cyclists and pedestrians can travel uninterrupted, separated from car traffic, with minimal crossings and obstacles.
- We will support the development of proper nutrition and physical activity habits for children and youth. We will increase active breaks in schools and outdoor learning in kindergartens, schools, and youth centers. We will create outdoor learning classes in schools and provide tools for conducting active breaks.
- We will build outdoor gyms for both amateur and experienced athletes.
- We will improve sports facilities at Haabneeme Beach by installing an outdoor gym and a basketball court.
- We will support mass sports events that promote an active lifestyle and engage participants of all ages.
- We will develop safe, accessible, modern, inclusive, and versatile recreational areas that support active movement for all age groups.
- In cooperation with the private sector, we will establish a horse stable and riding arena at the “Kompostiväljak” site or the Püünsi/Pringi industrial area. We will bring equestrian sports closer to residents and support therapeutic riding. We will also create horse trails in the forest surrounding the “Kompostiväljak.”
Caring and Supportive VIIMSI
The social sector works with people in need: those facing economic or emotional difficulties, complicated situations, and complex relationships. Social support is difficult to standardize because each case is unique, and solutions must be tailored to the individual’s needs. Complex situations often do not have a single cause or a single solution. Person-centered social services are as individualized as possible, providing need-based assistance while respecting the recipient’s right to make decisions and participate. A key focus is supporting the individual to regain independence and self-sufficiency.
Illness or disability may involve changes in daily life and certain activity limitations, but a special need should not define a person’s primary role. Engaging with the community and finding opportunities outside the home opens new possibilities, challenges, responsibilities, and roles. Community participation for people with special needs helps break down stigmas and creates value for all of us.
Dignified aging means having a caring family and circle of friends, a supportive community, and meaningful and accessible activities. We support active retirement through day centers offering various (interest) activities, hobby groups for seniors, and opportunities for older residents to participate in decisions affecting their community and parish.
After an active phase, there may come a time when an older person needs daily support and care. The best place to spend old age is at home, where care is provided in a familiar and safe environment. It is important to develop and implement home care services that meet community expectations while accommodating the specific needs of each client as much as possible. Caring for relatives may not always be a voluntary choice but an unavoidable responsibility, and caregivers themselves may end up needing support. It is essential to recognize these challenges and find solutions to reduce the caregiving burden and balance work and family life.
- Assessment of need is evidence-based and understandable for residents. Needs are identified in the community, educational institutions, or public spaces and communicated to the social worker. “No one is overlooked.”
- Social support depends on needs and personal income, and aims to help individuals transition to independent living. Needs that are not income-dependent are critically assessed.
- Income support ensures that a person in need can manage daily life. The amount of support is reviewed annually, considering the cost of living. The level of support is linked to the average income of Viimsi residents.
- We support families with many children and extend the large-family support to families with three children.
- We fund activities that support mental health for community members and staff in municipal institutions. Evidence-based mental health campaigns are organized, and we cooperate with businesses to improve mental well-being.
- We will establish a community psychologist position independent of project funding to ensure rapid psychological support.
- A pastoral caregiver provides non-professional spiritual support to individuals during difficult life periods without offering formal assessments. We will create a systematic pastoral care service within the municipal government, freely available to all residents. “Quiet rooms” will be established in public institutions where people can relax, reflect, and, if desired, speak with a pastoral caregiver.
- We support initiatives and events promoting equal treatment of LGBT+ individuals and will join the Rainbow Cities network to advance their rights and opportunities internationally.
- Public institutions in Viimsi ensure accessibility for both physical spaces and information (for the visually and hearing impaired, wheelchair accessibility, information in plain language).
- Schools provide free menstrual products in restrooms.
- Homes for the elderly are safe, support for home modifications is provided to those in need.
- We support maintaining seniors’ physical and mental health through meaningful leisure and sports opportunities: lifelong learning, adult education courses, University of Tartu’s program for seniors, hobby groups, discussion evenings, cinema mornings, swimming, and affordable options for physical activity.
- We support the establishment of day-care and sheltered employment services for residents with special needs in Viimsi.
- A center for specialized care services will be established in the old Viimsi Music School building.
- Research indicates that for every 1,000 children, there should be at least one full-time child protection specialist. We will increase the number of child protection specialists in Viimsi from four to five to provide better support to children and families, improve preventive work, and organize rehabilitation when needed.
- We will continue strong collaboration with child protection services, kindergartens and schools, the youth center, and other specialists. Training and information campaigns will be organized for parents, youth, and other interested parties to better identify children in need and understand what actions to take.
- In cooperation with support structures, we will develop clear guidelines and options for providing professional assistance to both children and adults who experienced sexual abuse as minors, ensuring they receive the necessary support.
Cultured VIIMSI
“Culture” does not only mean artistic self-expression. Culture is everything we need to give meaning to our world.
Culture is a complex set of behaviors that has developed over time under the influence of multiple factors, and it can change and be shaped. Culture is also upbringing: the ability to follow established norms and customs of communal life. Every time we step out of our home, we enter public space, which we share collectively. Public space is not just for moving through—it is a space for being, and its proper functioning affects community cohesion, the well-being of Viimsi residents, and the quality of the living environment.
Cultural experiences and the habit of engaging with culture begin close to home. Culture empowers and includes the community. We encourage the preservation and development of Viimsi’s traditions and values through supporting village associations, various scholarships, and the maintenance of folk culture traditions. We support folk culture societies and traditional cultural events, and we value local cultural heritage, cultural memory, and bearers of culture.
- Viimsi residents take care of their living environment: they condemn littering, including noise pollution, and vandalism. Those causing damage are held accountable and compensate for material losses. Viimsi residents are polite and respectful toward one another.
- Viimsi ARTIUM is the community’s cultural center, offering a diverse cultural program that provides experiences for various local interest groups.
- We will increase operational support for the Viimsi Hobby Center (Viimsi Huvikeskus) and ensure access to cultural and leisure activities in Viimsi borough.
- We will improve visitor comfort at the Viimsi Hobby Center by supporting the purchase of new ventilation, sound equipment, and auditorium chairs.
- We will ensure that Viimsi folk culture groups and events organized for charitable purposes can use Viimsi Artium, Viimsi Hobby Center, and other municipal spaces free of charge, if use of the spaces does not involve commercial activity.
- We support hobby activities, clubs, and continuing education opportunities for adults to strengthen residents’ sense of belonging and social and cultural cohesion.
- We support all social, sports, and cultural initiatives that help seniors participate actively in society and prevent loneliness.
- We support initiatives that allow young families to meet and maintain contact with other families with young children during parental leave, fostering shared experiences and social networks.
- Culture is not only the privilege of a central facility. Cultural events also take place in villages away from the center. We support village communities and the organization of local cultural events.
